Tensions in the cyber domain between Taiwan and mainland China have once again escalated. On March 13, Taiwanese President Lai Ching-te delivered a national security speech addressing Chinese infiltration, highlighting five major threats related to national security and united front tactics. He also introduced the so-called “17 National Security Measures.” In response, on the morning of March 17, China’s Ministry of State Security announced a series of countermeasures, specifically targeting Taiwan’s Information and Communications Electronic Force.
According to a statement from China’s Ministry of State Security, Taiwan’s Information and Communications Electronic Force has been conducting cyberattacks and infiltration operations since its establishment in June 2017, aiming to sabotage China’s critical infrastructure. Reports indicate that this organization has formed a specialized “Cyber Warfare Task Force,” recruiting hackers and cybersecurity firms as external support to target key Chinese facilities, including water supply, power grids, natural gas, heating, telecommunications, and network surveillance systems. It has also allegedly sent phishing emails and counter-propaganda messages to key Chinese institutions, including the Communist Party, government agencies, military, and enterprises.
Additionally, the Ministry of State Security accused Taiwan’s cyber force of infiltrating live-streaming platforms, digital billboards, IP broadcasting systems, and various websites, hacking accounts and passwords to take control and insert anti-China videos and images. The ministry further claimed that the organization operates numerous bot accounts to spread disinformation and manipulate public opinion. Since 2023, it has allegedly used names like “Anonymous 64” to disseminate false information on online platforms.
As part of its counteroffensive, China’s Ministry of State Security publicly released personal details of four alleged leaders of Taiwan’s cyber operations, including their names, birthdates, ID numbers, photos, and roles within the cyber warfare task force. These individuals are accused of planning and directing cyberattacks and infiltration against China.
These developments underscore the intensifying confrontation in cyberspace between the two sides. The introduction of Taiwan’s “17 National Security Measures” and China’s strong response reflect the deepening struggle over information warfare, cybersecurity, and united front operations. The situation is expected to remain a key focus of public and international attention.
